CITATION:

British Empire Medal : Sgt Blacker served in Borneo during the period April 1965 to April 1966 as a supervisor in the base communication centre. During 1965 the base communication centre was being prepared and at the same time controlling up to twenty patrols engaged on arduous operations that required communications of a very high standard. Sgt Blacker's firm control and excellent knowledge contributed largely to smooth operations of communications in this difficult period. Even though the Base communications staff was from mixed units, through Sgt Blacker's tact and control a strong team spirit was achieved. On many occasions when communications from the field were difficult Sgt Blacker went forward with an inexperienced team to provide the link. On every occasion the difficulties were quickly and efficiently remedied despite the often dangerous location of the forward communication posts. No communication problem at Base or in the field seemed beyond him. He is strongly recommended.
