CITATION:
Legion of Merit : Captain Frank W.A. Allen, Royal Armored Corps, British Army. For exceptionally meritorious conduct it the performance of outstanding service. During the period from 1 June 1943 to 18 August 1943, Captain Allen organized and operated a Staff Information Service ("J" Service), for the Seventh Army during the Sicilian Campaign. By his excellent and far-sighted planning and by his outstanding cooperation with all personnel furnishing or served by this service, he made it so effective that in many cases essential information from front line units reached the Commanding General, Seventh Army, as much as four hours prior its arrival through command channels. His energy and personal supervision made this service a complete success.
