CITATION:
British Empire Medal : Ssgt HAYNES arrived in Dhofar in September 1970 at the start of the Regiment's involvement there. For the next four months he commanded a small team in the town of Taqa. This town was under nightly attack from the enemy and in a state of very low morale. During this time, in the most trying and difficult conditions, he was responsible for the setting up and running of a civic aide programme and for the training of a local defence force. Throughout this period Ssgt HAYNES, by his initiative, leadership and tactful handling of the local people, rapidly improved the morale of the local people which in turn provided the government forces with a firm footing in the area for future operations.
During his second tour in Dhofar from August 1971 to January 1972 Ssgt HAYNES commanded a small group in support of the local arab irregular forces and he again showed immense tact and understanding in the handling of these irregular soldiers. Throughout this time he and his small group were engaged in many fierce contacts and his personal bravery and outstanding leadership were an example to those with whom he worked. During his two operational tours in Dhofar Ssgt HAYNES was called upon to undertake tasks far beyond the normal call of duty, and the all round success that he achieved has earned him the respect and confidence of all those with whom he worked.
