CITATION:

Navy and Marine Corps Medal : The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Storekeeper Second Class Michael Dean Artegian (NSN: 0-115694), United States Navy, for heroism on 17 January 1977 while serving as a member of SEAL Team TWO Detachment Alpha, embarked in U.S.S. GUAM (LPH-9) during rescue operations following the collision between a U.S. Navy Liberty Boat and a merchant ship in the harbor waters of Barcelona, Spain. When advised that numerous men were trapped beneath the overturned boat, Petty Officer Artegian immediately volunteered to help rescue the trapped men. With complete disregard for his own safety and fully aware of the dangers involved, he unhesitatingly plunged into the cold water and darkness under the capsized boat in an attempt to rescue the trapped sailors and Marines. Petty Officer Artegian's courageous and prompt actions in the face of great personal risk were instrumental in saving six men from drowning; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
