CITATION:

Member of the Order of the British Empire : This Warrant Officer is an extremely experienced airborne soldier who has served in the Parachute Regiment continuously, (except for a short break in 1949-50) since 1944. He served in 5th (Scottish) Bn for three years, and two years in the Territorial Army, as well as in the 2nd Battalion The Parachute Regiment before becoming a Regimental Sergeant Major in 1961. He is at present serving as the Regimental Sergeant Major of 15th (Scottish Volunteer) Battalion, The Parachute Regiment.

During his present tour of duty, which began in 1964, he has been an outstanding Regimental Sergeant Major whose devotion to duty, has been far above that normally expected in the Parachute Regiment. He has always shown a deep understanding of human nature. He is a firm disciplinarian. At all times his sense of discipline has been leavened with a good humoured and rough kindness. His great strength is devoted loyalty, as sincere to those over him as to his subordinates. These qualities have been heavily relied upon during the recent difficult and testing days of the reorganisation of the Volunteer Army. His contribution to the Parachute Regiment in Scotland at this time has been immeasurable. This was due to his deep insight of the Scottish character which has produced sound and scrupulously fair advice and suggestion at all times.

In the field and barracks, especially during the long hours demanded in the evenings and at weekends by the Volunteer Army RSM Kelly always set the example. He demands only the highest standards from himself and those working with him. This is especially noticeable in times of stress or emergency.

As the Mechanical Transport Officer of the Battalion he has demanded, only the best standards of driving, maintenance and administration. This has been borne out by the high rate of transport availability and the results of technical inspections during the last three years.

His Sergeant's Mess reflects his high personal standards by being an excellent establishment, well run where only the best traditions of military life are expected and accepted.

The Army's loss when REM Kelly retires, will be inestimable, the gain to civilian life a very worth while contribution.
