CITATION:

British Empire Medal : During a four month period in Northern Ireland earlier this year, Sergeant Lockwood personally dealt with 148 terrorist explosive devices of varying ingenuity, 14 of them on one day. In many instances he faced hostility from the mob as well as danger from unexploded bombs and was often struck by missiles.

Throughout he maintained the highest state of coolness and concentration which enabled him to deal efficiently with every device encountered and he was always concerned for the safety of others: he ensured the danger area was cleared of all personnel save himself. At all times he displayed great personal courage and never hesitated to tackle bombs he knew could explode at any time.

In his task he endeared himself to officers and men of every branch of the Service by his cheerfulness, humour and selfless disregard for his own safety. Never did he allow himself to be discouraged by the events occurring around him.
