CITATION:

Distinguished Service Cross : Lieutenant Billman landed on Panoan Island on 20th October, 1944, with the assault forces. He displayed bravery, devotion to duty and exceptional skill over a period of four months in dealing with Japanese mines and unexploded bombs in the clearance operations in the Phillipines.
