CITATION:

British Empire Medal : Sgt CAPSTAFF arrived in Dhofar in September, 1971 and in October he found himself the commander of a small group in support of a force of local arab irregular soldiers. He and his group had many fierce engagements with the enemy during which his personal courage and leadership were outstanding. In one particular engagement Sgt CAPSTAFF on seeing that one of the local irregular soldiers was wounded, and lying helpless in an exposed area, made his way to him and gave him first aid. He was then joined by a further member of his Group who gave him covering fire whilst he carried the wounded man some sixty yards to dead ground. During the whole of this time he was subjected to very heavy enemy small arms fire and his calmness and personal bravery, throughout were exceptional. His action not only saved the life of the wounded man but also helped to build up the morale and confidence of the irregular soldiers in their British advisers.
