Defense Distinguished Service Medal : The Secretary of Defense of the United States of America has presented the Defense Distinguished Service Medal to General Wayne Allan Downing, United States Army, for exceptionally distinguished performance of duty contributing to national security and the defense of the United States as Commanding General, Joint Special Operations Command, Fort Bragg, during Operation JUST CAUSE and Operation DESERT STORM, from 1989 to 1991.

Defense Distinguished Service Medal (Bronze Oak Leaf Cluster) : The Secretary of Defense of the United States of America has presented a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to General Wayne Allan Downing, United States Army, for exceptionally distinguished performance of duty contributing to national security and the defense of the United States as Commanding in Chief, Southern Command, MacDill Air Force Base, from 1993 to 1996.
